Roadblock. The investigation of John G. Rowland, the former governor of Connecticut, hit a roadblock this week when the Second Circuit Court of Appeals ruled that a state-appointed lawyer could not be compelled to appear before the grand jury that is investigating Mr. Rowland and people who were connected to his administration for corruption.
